Wyoming license plates have only 3 numbers (no letters) on the plate - so, you could assume that there are less than 1000 cars in the whole state. Odds are, there aren't many driver's licenses from there. 2. People from West Virginia don't leave West Virginia. (of course, these gross generalizations and assumptions could be completely wrong) 2 relevant notes:
